Citizens from various factions in the Byarli Ablaze Campaign! Free to use for it.
Each faction has different quirks.

The Galactic Government's civilians are extremely diverse but are not equipped with weapons.
Ankanian Imperialis civies tend to wear bodysuits and work clothes.
T'au Empire sprites are somewhat diverse with humans and aliens, and very few of them are armed. All are working for the Greater Good.
The UNSC's "civilians" can be any unarmed or armed human civilians, but they also have engineers and crewmen.
The United Rebel Front / Insurrection is on the run from most of the campaign's factions. Their "civies" are armed and can throw molotovs.
Additional civilians may be added in the future and you can use civies from outside the sheet. C:
