Amalgam ...i took the liberty coming up with
Steve Wayne the American Bat who lost his parents near the end of WWI to a German Soldier who during WWII became the leader of one of the Nazi special forces called hyena he was known at the Red Joker. After being rejected by the army Steve Wayne used his families wealth to help a government lab develop a super soldier serum plus getting himself trained to fight and learn military tactic's he hunted down the one who killed his parents the Red Joker who had also had an experimental super-drug however it didn't work the same it twisted his mind and disfigured his face into a permanent smile and his skin a bright red ...

I was looking at this and wondering, why does Captain Bat look so much better than the original Batman? Then it hit me. Oh....no underwear on the outside.

Ok so first we have to change the names of North and South America to North and South Batman.
This will cause the United States of America to change its name to the United States of Batman.
This will cause Captain America to change his name to Captain Batman.
Captain Batman will then become this guy.
I see no flaws in this plan.
