No he is more deranged than this guy could possibly be. He believes everyone ugly except himself and keeps trying to fix them but always killing them. In many parts of Rapture written on the walls in blood are things he has said. He also seems to suffer from hallucinations claiming he talked with Aphrodite. Basically the entire level he was in was dedicated and worshipped him. I know this is long but there is a lot of stuff to say on him and even more I can say.

More deranged? Dr. Steinman is quite possibly insane to the point of where he'd need a lobotomy to get calm. You can't just say he isn't deranged enough or else you obviously didn't examine the level enough.
