I'm gathering it could be a layer overlay effect. You can do this by editing the layers in photoshop. Copying and pasting the image of the hand over the top of the original and adding the outer and inner glow to it. You can choose the colours you want the glow to be as well. ^__^

The only difference between you and him is a matter of experience. You just have more contact with English than him. Shouldn't you, as a fellow non-native speaker, be helping him out instead? Maybe ask him, politely, to reword it?
