Request from America and Russia from Hetalia.I haven't seen any of the episodes so I looked it up a bit in wiki and it says that the story takes place during which Russia was still called Soviet Union. So I think they are against each other? I never even tried to study history in high school :/
[NOTE]About the Russian flag in the background, I checked some fanarts and saw that most of them had Russian flag with him instead of Soviet flag.

Hetalia takes place partly during WWI and WWII so for a part of the series, the U.S. and U.S.S.R are allies, though after the end of WWII, the U.S. has a freak out against communism and so allies turn to enemies as the U.S.A. tries to stop the "Iron Curtain" of communism from spreading (aka stop the Soviet Union from gaining more of a foothold in the world)
Since the collapse of the USSR and the end of the Cold War, relations between the U.S. and Russia are better but you will still find some older Americans who call Russians "commies".

Because of one our politician the Soviet Union fell to pieces and only Russia left <=/

And then they sat like that for 40 years.
I haven't seen much Hetalia either, but from what I hear/have seen, if you break it down to basic relationships it actually gets a lot of things right, even down to the relationship between the people of a country and the government (portrayed by the main characters and their "bosses," as it was explained to me).
On a more serious note, I do like the symbolism you've got here. It really reflects the era, especially that they seem relaxed and not actually combative, but each still has his finger on the trigger. Very cool.
