Kakashi's normal eye is brown in the anime.
A lot of fanartists color it blue (because it's prettier?), but I have some official art where it's definitely brown. And dammit I think brown eyes are pretty enough. : D
He'll keep his sharingan closed unless he wants to show it off or use it because it wastes chakra. I've noticed he's pretty good at keeping one eye closed! I can't do that!
