I'm not sure what you mean but if it's similar to the BlackBox feature to get the windows squeeze to the titlebar then you'll have to use some software for that.
Windows theme can't add features to Windows, just change colors and stuff.

I know what you mean... there were many great ideas in the past coming from 3rd party software like devs like StarDock for example and Microsoft added some of them but very slowly but by them time they did some became irrelevant, like the virtual desktops feature which existed in Linux DE since the very start and made sense them when it wasn't easy or cheap to work on multiple CRT monitors.
Maybe this feature that you want will arrive at some point... who knows
