Alternate Idea:

The Sponsors like to keep a tight control on who is capable of using magic, they transform those with a spar of talent into Monster-girls. they run amok slightly freaked-out then get "cured" (also loosing their spark) by a select few chosen girls who have trouble utilizing their sparks without props.

At least that is how it has been until THIS generation, instead of "curing" it is outright culling.

The Main TG character has basically the same background as before (Superhero Parents-will use Whateley concepts for ease of explanation: Father is a PK Brick type-Mother former Magical Girl who got away from her crutch and is a Wiz/Martial Arts type little Bro(sis?) is an Early Expression PK super similar to the dad)

For some reason the boy gets transferred to a Japanese school, something very odd as he isn't even in the student exchange program.

He and the other 4 girls (using the four elements) who are children of the former generation are marked not for being magical girls but for being monster-fied and culled.

Their transformations react to surges in magic (they have humans forms they can hold to lay low)

They have to unite to stay alive vs the Magical Girls of Love and peace!

Fire: (Succubus) The TG'd member she is also the only Western type Monster
Metal: (Tengu-and Ghost) Metal Feathers Killed early but is kept around as her Soul crystal is undamaged-possible rez later on? Idea two and the more likely is the fact that she had a twin sister who also gets infects but might end up another type.
Water: Yuki Onna
Wood: Harionaga (Barbed hair girl)
Earth: Yamanba (motherly type) surprisingly intellectual (Meganeko-Oppai-messy hair)
