I don't think you are able to access the image of the home screen of the phone. At least not in a public API, I don't think.

Hey, Uhm I read it's possible to access home screen but it isnt possible to blur it. Yes you are right about public API, but its just concept

This is a very interesting concept.
I feel that it resembles a bit the WinPhone feel —in a great way— and it an interesting 'awareness' to the whole OS<->app<->user interaction.
