Seriously dude! This guy might be a great thief if he's a potential member, but you can't just bring in EVERY cop to one spot. For all we know this is just a diversion for another crime or something!So yeah, in this story the Forty Thieves are a group of competitive thieves looking to be called the worlds greatest thief! Like Barb says they pretty much all work independently and rarely ever work together. So they'll only be dealing with one thief tonight.
OH, if anyone's curious I actually do have alias' and current ranks for the three silhouettes in the second panel. From left to right it's Twilight Jester - 35, Robin Hood - 39, and Crimson Ninja - 15. I do have a few others in mind, but they're still WIP.

That does bring up an interesting question, do they just shift numbers, like if thief 10 is captured, does 11 become 10? I assume that's the case.
