acutally, this guy didn't eat anything. He is an air inflatable, not a eater.
As for exploding, I think he can get WAY bigger than that before he goes boom.

I think you're starting to understand the basics, even if the shading's not quite pronounced enough. You may want an extra layer (if you're shading using semi-opaque layers) to stick in a bit of extra shine on claws, metallic objects, and rubber. Don't forget shadows and lighting on the background, otherwise all of your perspective setup will be wasted. If all else fails, hit the background with a pinch of blur (1 or 2px gaussian blur) to cover smaller flaws.
His limbs could stand to be just a bit puffier/chunkier and he should look a bit more bottom-heavy with a slightly narrower upper body (or even perspective tweaking).
There's hope for you yet, and it looks like you were able to skip some of the long development eras I went through. (Said eras will be revisited when I'm at home (postings will start next week in my scraps bin), the first, second and third generations of my artwork. Some of the late third-gen stuff will probably be remastered to help fill in a release gap if all else fails.)

the thing is I am more used to using a pad and penciel, but I don't have a scaner so I went to making pictures in Microsoft paint.
I am still working on the basics, but I think I am doing really well.

You managed this in MSPaint? You really do need to get a copy of GIMP and learn your way around it, you're going to hit a wall in Paint pretty soon, and doing shading work is time-consuming. (I think most Wacom tablets come with Corel Painter and Photoshop Elements, which is enough to get you started.)

I don't have an online bank acount like paypal, so I am pretty much stuck unless I can some how get enough money to buy that personaly.
what do you mean by a wall?
If it is that once you save your project that it becomes messed up the next time you try to edit it, then I already know about that.

Ask your parents for the tablet for Christmas, something tells me $60-$70 isn't too much of an imposition.
Well, the software has its limits. MSPaint can't deal with large files, layers, or tablet pressure sensitivity.
File corruption. Ow. Use *.PNG, that should help with the artifacting somewhat.
