My guess is she was too careless with the lasers. She probably also wiped out a lot of machinery, and therefore, her own processing power.

Its also possible that when she used those satellite weapons she took out a large chunk of the machines in the area as well. Plus her plan is deeply flawed, vegetation is everywhere even under the sea, and life is extremely difficult to stomp out.

I like to believe she just fried the modems with the orbital lasers.

Well a good chunk of them any way, but most of the modems in question should be focused in the cities, yeah know the opposite of where she's been firing off her orbital space cannon to destroy all the trees.

So I'm guess that the people that where calling for a EMP may have guess right. At lest that what the last part sound like to me. They are just being all turn off at once.
