It doesn't seem Celly did, judging from how clueless she is in front of Luna's accusation. There should be a spell or another way for Celly to dig out the culprit. I have a feeling it's Pinkie Pie (#1), Rarity (#2) or Spike (#3, unlikely).

I kinda wonder if the guards can be of any use, I don't think they're that good at magic as Celly. Celly on the other hand would have to prove she's not the one, who Luna has some reasons to hate.
And there's another problem: there are no fingerprint-like prints that identify everyone from each other.
