Origin of Name: Neuron+Ellipse+Elliptical+Nyarlathotep= Neurolep.
Based on: A paddlefish, dove, rainbow... stuff.

BST: 100/60/95/75/120/70 = 520

*Makes the foe think they are holding the user's item.
-Example: Emotilite's Hallucinate activated! Foe Pikachu thinks its holding a TinyMushroom (EX: Previously was Light Ball)!
-Note 1: Items altered by this will have the changed item's effect (EX: Pikachu's Light Ball won't have any effect, and Pikachu will instead have the effects of a TinyMushroom... which doesn't really have an effect in the first place. :U)
-Note 2: This ability activates similarly to Intimidate or Trace. It doesn't change the item of the foe on the switch in. Also, Pokemon affected by this ability "regain" their item on the switch.

Originally supposed to be finished fall last year, Epilepseon's redesign finally is finished with the new name of Neurolep.

As silly as it was, Neurolep had a really clunky design. It felt all over the place, and while meant to be abstract, was too abstract in a design's sense. The redesign remedied that problem, imo. Less random, more balance.

Competitively speaking, Neurolep can be a nightmare to teams who rely on items for their strategies. Choice users are immediately neutered with whatever joke of an item Neurolep is holding. A Tinymushroom? An Iron Ball? You decide. Neurolep then can proceed to crush the threat with its powerful (diversely random) movepool. Let them see rainbows!

Honestly Fling doesn't seem worth it. You want to keep your item so you can Burn/Toxic whenever you switch in. If it gets U-Turn, Parting Shot, or Volt Switch, I'd dare say run Toxic Orb over Flame, since it can pivot out easily. Otherwise, I'd say just run Flame Orb and live with the chip damage. I doubt it cares about burns much, seeing as it's defensive, and as long as it gets reliable recovery, it could probably actually make use of the Burn, preventing it from being Toxic'd while spreading free Burns itself. It would also mean sacrificing two move slots that could probably be put to better use with other support moves. If this thing got Leech Seed (which would be fittingly unfitting), it could run something like Leech Seed/Milk Drink (or other recovery)/Protect/Aromatherapy.

The only time I'd give it Fling/Refresh would be if you ran Toxic Orb and didn't want to pivot out. With Free statuses, it leaves a lot of space for move options. It just depends whether or not it actually *gets* those options, and it's hard to tell what this thing gets. I would hope some odd but useful support/defensive moves given its stats. Looking back on my year old comment, I can say that while valid, Flame Orb is probably superior. That said, the two items really end up targeting two different types of teams: one offensive, the other defensive. What one Orb set absolutely devastates will have little fear of the other, as offense teams, especially hyper offense, tend to kill things before Toxic can really do much, while defensive teams would hate toxic but have little concern over Burn. Bulky offense or balance teams would have reason to fear both... unless of course the team has a lot of special attackers, in which case Neurolep becomes sort of dead weight anyway, though it still temporarily removes items. 

Honestly, in the end, either set could potentially be useful, depending on the moveset Neurolep would get. One could make a deadly pivot with a more universal status, but a riskier one. But again, it'd need a switch move or it'd risk too many toxic turns itself, and it doesn't have the offensive stats (Atk/SpA/Spe) for that to work well with it. Burn is more specific in its targets, namely physical attackers, which are totally screwed against Neurolep, can stay in longer, and even can sponge Toxics or Para, but is near useless vs other defensives or special attackers without another way to actually threaten them, like Leech Seed, especially since SUMO nerfed Burn damage. 

It could always run other items as well, but its defenses really make it wish it had Leftovers, which would heal opponents. Ring Target might at first seem appealing, what with hitting Dark with Psy damage, but it wouldn't like losing its Dragon immunity itself, and its Atk/SpA are poor. Sticky Barb could be funny, but would be kinda like the Leftovers deal, though Neurolep at least could heal off the damage if it's careful. Facephant with Eviolite might be interesting if it can actually pull it off, since most opponents would probably not be able to use Eviolite, thus losing their item, and the few that actually could use it probably already run it anyway. Otherwise, Neurolep could always just run a garbage item. Despite its pitiful offensive stats, an off/ensive set with Assault Vest miiiight be viable since it's basically a free Taunt with a SpD boost, but it also gives its opponent a SpD boost, and its Atk is even worse than its SpA. No matter what Neurolep does, it seems to have some risk/reward element. If only it had Poison typing... then Black Sludge would be REALLY appealing. Buuuuut... no such luck.

...I swear I didn't plan to do a full analysis on this thing based on a reply to a year-old comment.

OR

100/60/95/75/120/70 = 520

The first one is if Neurolep was a special sweeper and the second one is if Neurolep was a tank.

Ehrmahgerd give this thing a choice item to instantly shut down setup sweepers and status users. Also if you have a good cleric and Trick, Toxic/Burn Orb could be fun, Hallucinating status and Protecting until it got too risky. This thing could actually hold a few items that actually have effects to great use!

Also Neurolep kinda sounds like epilepsy.

It's previous name was Epilepseon, so that was more or less directly hinted before the name change. Now it's a bit more subtle.

I was wonder that if the ability is used can the effect of the item that the user is holding effect the user as well or will the user use the item that the opponent is using because that can make a big difference in battles.

The user is still affected by his/her held item. The opponent's item is nullified if they're affected by Hallucinate, instead having the effect of the user's item rather than their own. The user does not use the opponent's held item through this ability.

In the Jade description, you've still got the old name!
This thing looks really threatening- with those claws and from what I've read, it would be an utter pain to battle... I could imagine it being like a special wall. And that ability... I'd imagine facing it when suddenly my Leftovers become a Toxic Orb... Really Unique design, I really love the change; I think you tried to put too much into the old one. It takes a lot of creativity to make a Pokemon with such an odd concept look this good!
