Probably part of the reason it looks like Garchomp is because Sharpedo was used.

Theory that I will get hated by half the internet for! What if, in the Pokemon world, F.U.S.E. was an underground organization because fusions were banned, and a lot of the fusions escaped one day, all heading into uncharted land. This uncharted land was noticed for the cool Pokemon, so people moved here and called the region "Sinnoh". This pokemon fusion (like the one in the picture that i am commenting on) lived in a cave, and it eventually transformed into Garchomp! I overcomplicated the original theory a bit, but who cares.

A. You are awesome B. In my opinion the "garchomp" colors come from the sharkey thing (forgot the name) and the tail comes from Swellow (idk, havn't played with those pokemon in a while)
