It's supposed to indicate that Ridley is so surprised at the announcement that even he can't believe it. (And judging from the little heart in his gullet and the brief artist description, I'm guessing he's also absolutely overjoyed now that he's taken in what Hamburger Helper's implying.)

And if that trailer is anything to go by he gets to be Mecha Ridley as well and yet so many people still want to see Armoured Mewtwo in smash surprised that isnβt a Costume or even Shadow Mewtwo but oh well Freaking Ridley he finally made yay.

Yes, we all know that the PokΓ©mon in Smash are based on the anime instead of the games, but Nintendo has to at least pretend this isn't the case, so Armored Mewtwo isn't really an option (and then Ash got namedropped in a trophy...)

Well, my main issue is that Armored Mewtwo is exclusive to the anime. Again, most of the PokΓ©mon stuff in Smash is clearly based on the anime, but they should at least keep some plausible deniability going.
