I might be terribly late to this but i don't quite understand whats going on with the shoulders...

That's the folds and sewing gussets up but the shoulders, they fold around. It's so that in sleeves and shoulders, there's extra room to stretch and move without ripping your clothes off. Sorry if that didn't help. :/
