If I design a geno with dom splash and I decide to hide the splash, will it affect the dominant status of the marking? (meaning, will it become recessive?)

Noo, the design has nothing to do with the dominance of the gene ^^ if you decide to hide splash on the design , the geno will still remain dominant.

a geno that is possible with the parents , but you choose it within those limitations

I'm no gene expert so i thought I ask; is it possible to hide the silver gene? Or is there any reason it's not listed here?

Hello!
The top part of this guide (genes that can and cant be hidden) is for white marking genes only. 

Silver cannot be hidden unfortunately.

What does it mean that the genes can be hidden? I know hidden splash is a thing, but i didn't know you could hide tobiano and appy? What does that look like on a horse?

Exactly like what hidden splash is. The gene is carried, but not expressed  
This horse has hidden appaloosa, however you can see evidence of the gene through skin mottling and hoof striping westwood-stud.deviantart.com/a…
