I like its design. I remember I was browsing my Pokemon Diamond handbook when I first encountered that Pokemon (at that time, I was looking for a water-type for my team) . Its design appealed to me and I especially like Floatzel's yellow flotation device. To me, it looks like a scarf XD :3Β
