Here are 5 villains that should have appeared in Batman the animated series.1. Black Mask (I'm actually kind of surprised that he never appeared in the show he would have been a good fit for the series)
2. Killer Moth (He would have been a good comedic relief character)
3. The Cavalier (Tim Curry would have been the perfect voice for this character)
4. Ratcatcher (At least we got a character who's similar in Batman Beyond named Ratboy)
5. Anarchy
