In my head canon Howard Branden is the corrupt cop who killed Prometheus' parents one night Prometheus tries to kill Howard Branden and get his revenge but Batman stops him at first Branden is grateful at Batman for saving but than Batman rebuked Branden and tells him that he's no better than any of the villains and than he locks both of them up at GCPD!
