1. Hush (Batman Arkhamverse) After the build up in Batman Arkham City they really wasted him in Arkham Knight he should have been one of the main villains in the story!2. Samuel Sterns (the MCU) In the Hulk comics Samuel Sterns becomes the supervillain known as The Leader in The Incredible Hulk (2008) some of Hulk's blood drips into his open head wound, causing his cranium to rapidly expand as he grins maniacally but we never saw him again!
3. Lewis Dodgson (Jurassic Park franchise) He was the main villain in the Lost World novel but in the movie he was written out and replaced with a completely original villain Peter Ludlow and Dodgson was never seen in any of the moive's sequels!
4. Varan (Godzilla franchise) He was going to be in more movies and have a bigger role in Destroy All Monsters!
5. Mona Lisa (Teenage Mutant Ninja Turtles 1987 TV series) She should have been in more episodes!
6. Darth Maul (Satr Wars) They should keep him alive for at least 2 movies!
7. The Rhino (The Amazing Spider-Man 2) What waste of a Paul Giamatti's talent and we only see his mechanized suit in action one time at the ending!
8. Starscream (Transformers live action movie) He deserved better than being defeated by Sam Witwicky.
9. Gambit (X-Men Origins Wolverine) He's one of the most popular X-Men and he was barely in the movie!
10. Barry Hubris (The Tick aimated series) He should been in more episodes!

I heard in the Japanese version of Destroy all Monsters Varan was the one attacking London but the English dub replaced him with Manda.

Don't remind me poor old Sam Raimi being bullied into having Venom in the movie and he know nothing about him.
