If I remember correctly, it's a Vault patrol that ventured to the ruins to find something/explore the ruins. It's not couriers. Vault jumpsuits are exclusively worn by the Vault Dwellers (or by their killers). Remember, the Courier got the jumpsuit from doc. Mitchell just because he didn't have other stuff to give him. Think she doesn't know how to hold an AR - that's how you hold a guitar, not an AK. He has what looks as a Webbley-Scott pistol. You can find it as a part of FOOK2 for FO3.
