Now that is peculiar. Might be the graphite and lighting, but getting a certain Tove Jansson-ish vibe, particularly the chin and mouth area.
Now there's a thought. The current generation designing for Nintendo should be 25-40 years old, so about appropriate age to have experienced the Japanese Moomin-mania. Wonder if the cultural DNA of Splatoon has a dash of that somewhere.

Curious as to know how exactly he gives off that vibe. I'm not too familiar with Tove Jansson's works nor am I sure that I see much of the style in Splatoon.
Of course this character is still not drawn completely accurate to the source material. Not sure if you would consider his original design more or less similar to what you're talking about.

Aye, very peculiar indeed. It could be that this take is a bit sturdier and rounder than his original design - like Splatoon, Jansson's "human" characters tend toward faces broader than tall, and the curved chin really emphasizes that here. Many of her characters also have distinctive noses, dark below and with a brightly coloured ridge; the black edge on the band of the goggles gives a similar appearance.
So perhaps just coincidence, but always fun speculating.
