It's actually kind of disturbing to see Jupiter being so brutal, especially after that very calm and friendly conversation he had with Otto a few minutes ago.

Kinda hard to imagine they managed to convince an entire POLICE DEPARTMENT that he needs to be taken down, though. You'd think that would create an international incident seeing how popular Jupes is.
Speaking of which, I think this is totally a defining moment of Jupiter - definitely puts a mark in the anti-hero column for him in my book. Which I'm totally cool with, because I have a bunch of anti-hero characters who would probably do the same thing.
