It's real. You don't actually see it in real life, it's the long exposure that caused this effect, due to the water flow.

The histogram? Did you mean EXIF?
I almost always get sharp images when shooting with IR. Don't know why you don't...
Just set the focus to infinity and make sure you overexpose it a little bit.
This particular photo was shot with 15sec, f/22.
There was some noise, but Noiseware cleaned it up perfectly.
