It's not his fault the models were poorly made. The polygon limit for character models have to be quite low especially in a setting like Gmod, where dozens upon dozens of models can exist simultaneously. And if all of them were to have been hi-res, it would cause the game to lag like crazy, especially if one happened to be playing on multiplayer.
That aside, I have to agree with you on the excessive bloom and lack of effects.
