That's what I was thinking actually. He has the whole world... well all four suits of the tarot at his hands and his disposal
One time I saw somebody do just two cards for The Doctor and The Master... The Master was Judgement! In actual Tarot that would be rather horrible having to depend on his mercy but the image made me want to immediately bend down, kiss his shoes, and confess anything I had ever done wrong.
