Prinz Eugen had a longer serving time, she was launched and commissioned earlier than Bismarck.
Prinz is "older" than Bismarck.

Fair enough, but with her prestige and the fact that Biscuit was valued more seeing as she was a flagship I'd assume she would be more fitting as an Officer. Oh well, she can be an NCO then I guessΒ

I'd pick an experienced one tho

with only experience, you could only be an NCO (which sergeant major/master gunnery sergeant is the highest you can get). but if you graduated from the military academy you would start off as an officer (second lieutenant). so, in this case it could be Prinz Eugen as a veteran sergeant and bismarck as an inexperienced company commander.
