This is a redesign of the penguin , wanted make him creepy as possible. I know lot of people dont like danny devito penguin in batman returns but his design was the best creepy and scary , the way it should be for a modern batman villain otherwise it becomes too boring.Related content

I'm usually not a fan of Penguin being very grotesque and deformed, but this version is really frightening and effective. It reminds me of Tim Burton's own concept art for Batman Returns, which if you can believe it was scarier than the final version in the movie.
