Well, yeah title says it all my favorite robot masters from the megaman classic series and from some Fangamers every robot master is property of its owner. Astro and Burner man's sprite credit goes to Zexion-teh-WoLfReasons Why I Like them:
Ice Man: Well, i like the Split Personality he has in Powered Up, although i wonder why they didnt gave him a somewhat more serious personality expected from a "cold" character
Crash Man: His stage theme is awesome, nuff said
Spark Man: His face kinda says: "i'm really serious, but im a pretty funky guy"
Dust Man: Well i consider him the Outcast of MM4 because of the fact that he lives in a scrapyard, and i like the outcasted ones
Napalm Man: Same as above, except that napalm is not outcasted because of the place but of himself, i see him as a Friendly Robot master but the others fear him
Blizzard Man: Dunno, I Like his stage and that he is one of the easiest RMs to beat
Spring Man: Outcast Again
Astro Man: OMG he and Disco Man Would get allong really well, dont you agree DarkZeroThe Lemming?
Burner Man: He Is Awesome
Plug Man: I Like The Concept
Solar Man: Afro Man XD

I agree with most of your choices, except for Blizzard Man, Heart Woman Deepfry Man, Crash Man, and Ice Man. Also, thanks for putting Kite Man in there, of course!

well the point was to make him look more happy than usual, i mean i dont know why must robot masters look angry or bored

They should look that way, either angry or bored, that way they look more intimidating, but when it comes to making a picture, you can always give him happy expressions

Other than that you have a good range of favourites!
Some are incredibly diverse, being Dust Man, Spring Man and Astro Man, these 3 are commonly passed up in favour of bosses like Pharaoh Man, Freeze Man and Tengu Man.

Astro Man's awesome. He LITERALLY has balls of steel.

It's ironic because he and Duke Nukem sit on opposite ends of the characteristic spectrum.
Duke's obnoxious and is quite violent.
Whereas Astro Man is very quiet and doesn't even want to fight.
