I pretty sure that the contract reefers to the train itself, not including the wagons nor the passangers.

All the same, some of your targets seem to huge to get in the casino, let alone roll the dice without wrecking something.

I dont know but if we go by just cuphead and kind dice, they seem to be capable of changing size as it is convenient for the situation,
not to mention its a cartoony world where the devil runs a casino and a pair of underage cups are our heroes.
A train with gambling problem doesnt seem like would be out of place in such a setting.
perhaps his train station just happens to be next to the horse races and he enjoys them.
