Under-3 is the only official name this Happy Meal toy ever had, but that hasn't stopped him from appearing as a bit player in one of the comics. While doing some box repacking (moving stuff from damaged boxes into fresh ones), I found my spare Under-3 and decided it needed a paint job of some sort. So I found some triangle drivers on Amazon and went to work.
