For me, it depends on what I have an idea for first.  Usually, I want the suits and helmets to match in some way.  But if I have an idea helmet, it helps to make the suit design easier and vice versa.  Sometimes I just have an idea for both at the same time.

I was totally rushing to finish this, even though  It took me about 7.5 hours to draw
Red is a Racecar, so his weapon is just a sword with a car on it
White is a Train, and his weapon is just a bo-staff with a hazard pattern and tracks on it
The sidearm is a laser pistol, which is hoisted at the side.  It folds down into the holster.  It folds because there is a super alloy cable wire that connects the front to the back, which enables the gun to be thrown like a whip for attacks, or grappling and such.  I didn't really illustrate that on this picture, but that's the intent I had for it when I drew it.
