Yes, you're right. To go ssj4, you need to heve a tail, to reach the Oozaru form, to reach Golden Oozaru you need to reach ssj. So... Gohan would be able to reach ssj4, such like Goten. But we need to consult this with the Old Kaioshin...

Gohan can't go Super Saiyan 4, because he's a hybrid Saiyan. Only purebloods like Goku and Vegeta can. This pic is a plothole to established canon.
