It's funny how sometimes the dumpest ideas for villains end up being some of Batman's toughest villains. Scarface is one of those tough ones.
Yeah, the ventriloquist is awkward, meek, and afraid of everything, but on more than one occasion has his other personality Scarface almost killed Batman.

This is partly because Scarface doesn't seem to cut corners. If he wants you dead, he'll tell one of his cronies (who are actually competent by the way) to shoot you in the head, or he'll shoot you himself. No waiting for a bomb to explode or dangling you from a bridge as the rope around your hands severs. Very straightforward...

And the fact that he calls the dark knight "Gatman" all the time is another reason why he's one of my favs.
