This is a commission, made by Star10 , ordered and colored by Mellow-Dreams ! Star decided to "Prime" their designs up, which is nice, because it'll serve as a good reference for Phantom's future TFP design. She also captured these two's dynamic perfectly, specially with Arcee laughing in amusement about one of Phantom's weird comments, although he means them to be serious, which actually makes them funnier and kinda cute for her (only Arcee to find Phantom cute lol).
