I mean all Sonic characters go without them, regardless of gender.
But if you want to be technical Chisa can choose wether they reveal or not.

Then again I imagine that applies to all Sonic characters. That they can control whether it shows or not. It may not be an official explanation but it’s a good theory.

That is true.  The sonic universe never explains that lack of genitals and nipples (or why some Mobians are just naked while others actually wear clothing).

In my thoughts, I think they can control if their privates are showing or not. Also, I believe every character wears some form of clothing or accessory regardless of where it covers.
I would imagine it’s fine for them to wear literally nothing, but it’s generally looked down upon in their world.
