Well, it is a ring, but not all of it is city, so there is some difference. But it is broadly the same concept.

Not really; the ring is suspended like a suspension bridge from geostationary orbit, hanging on hundreds of thousands of space-elevator cables. It does require carbon nanotube in large quantities, but nothing exotic. A second ring extends outwards to balance the structure, so that the centre of gravity is always at geostationary height.
