Yes; not every species is obsessed with innovation and development. Many clades associated with the Diamond Network are waiting patiently for the far future, when they expect thermodynamic conditions to improve significantly for artificially intelligent entities.

I think waiting would still be counterproductive to their goals; in the far future, well into the heat death of the universe, I assume any viable energy sources would be immensely valuable and the ability to utilize them to maximum efficiency would determine the masters of the universe. Having a good head start in developing such technologies could be a matter of life and death. The Docii, with their immediate disinterest in such technology, would not likely fare well if they had to fight for energy resources with entities hundreds of billions of years ahead of them...
The Negentropists with their Nimbus Project have much more realistic long-term plans.
