It's been pointed out to me that the average Chain Chomp is about 10 ft tall, so if one was to be given a robotic body, this view would be more likely. But by my original description, Chompie (as a traditional chomp) would only be 2 ft tall, being utterly dwarfed by any other Chain Chomp one can point out. So how the hell do I explain any of this? ...A wizard di it. It was all Kamella. She shrunk her with a spell because frankly she thought a chomp that sassy needs to be shrunk down for her own good. Yup, I'd go by your own measurement on Chompie's size. The chain chomps in their first appearance (Super Mario Bros 3) were about the size of Mario's head.
The biggest chomp I can think of was in Super Mario 64, and he seemed at least to be about 5 times the height of Mario's body. He's 5'1" based on his original conception, so if Chompie's head was SM64 chomp's size (that'd be just over 25ft tall), and she seems about 6 heads tall in your ref drawing, then she'd be just over 150 feet tall!
So yeah, I'd agree with your original conception. For my own (relative) safety, I'm comfortable considering her a traditional chomp
