For this scenario,Rayquaza only gives it's attention to anything related to power. It has no alliance.
Everyone at the meeting has respect for the Dragon,because of it's power to keep the Primals in check.
But everyone's also aware that the Dragon has a wild,chaotic nature to match it's power.
Because of this,it wasn't summoned to this meeting.
That didn't stop it from showing up though.
