mmmmm not really, just use long exposures, so movement goes blurry, then play in Ps with curves, levels, contrast, etc...

Yeah, i know how deal with the exposures to create movement, but this "hdr" effect is the point i cant reach

this is not hdr... try playing with shadow/highlights, thats actually the basic concept behind hdr. Lift shadows, lower highlights... you might just find what you are looking for. Otherwise, go straight into Photomatix.
