Description
Taken from her description from the game (provided by her owner):Philly Girl is a dedicated biologist working to find treatments for a variety of neurological diseases. One night while working late in the lab to finish an experiment she was exposed to a mutagenic chemical. As her DNA mutated and then replicated she discovered access to new areas of consciousness and abilities. She is able to sense someone's pain and absorb the negative energy and replace it with positive healing energy. She also discovered that she was storing the negative energy that she absorbs and can release it to attack enemies.
Upon further study and manipulation of her DNA, Philly Girl was able to insert some genetic material from a dragon - Allastor - into a Tet-On plasmid and incorporated it into her own DNA. Upon taking some doxycycline... well, this is what happened the first time and every time she took it.
These changes are not permanent, however, the result of taking a greater dose of doxycycline is yet unknow.

They are characters of our how creation. Allastor is mine and Philly Girl is my friends, but the game actually allowed us to recreate them.

Well, at that point of the timeline, she would be living in Rhode Island (Paragon City), the city Allastor pretty much chose as protectorate. However, Philly Girl is not really of my creation, and there for, I am not sure you can really use her without her owner's permission

This is kind of what happened to my New OC dragoness Sonya, she was once human but an organization Kidnapped her and forced her into painful experiments, in her will of surviving them, the scientist put her in a Project creating the perfect soldier, using dragon DNA, a rare and Powerful type to use for WAR's, in that result, she became half human half dragoness, with grate and deadly power, she took it upon herself to destroy the place where the experiments were held, blowing up the entire building leaving nothing behind, after the organizations destruction, she went in hiding, trying to fit back into human society.
This is very close to what happens to Sonya but this pic is really cool

Well, Philly Girl did the experiments on herself. She was willing to experiment with allastor's DNA on her own body. And that's the result

What if Allastor had the power of immortality and could transfer that power 2 Philly Girl?

If so, they would have the possibility to remain together, but he doesn't have that power.

Is it possible that Philly Girl could transform into a dragoness permanently if she ran some more tests on the doxycycline and the Tet-On plasmid first in order to make sure that a large dose doesn't kill her. I'm just curious.

I guess it would, but she would need a larger sample of DNA from Allastor. That will not make her live longer though, since in the timeline, the spell that bounds Allastor and Philly Girl is disolved
