What if the 2nd Rebellion failed...?

What if the Capitol managed to subdue Katniss and had her and all her accomplices executed for all the Districts to watch?

What if they overpowered the rebels hiding in District 13, killing President Coin, and forced them to release control over their nuclear weapons?

25 years on, the rules have been changed. People as young as 10 and old as 21 are entered into the draw; and anyone past that age is entered into a separate lottery during the Victory Tour, in which the winner of the Games draws the names of 2 unfortunate adults to be executed live on stage!

It's been 100 years now since the Games began, and the theme for the 4th Quarter Quell has been announced... Only Tributes who are related shall be entered!

District 1: Bibi and Castel Etzkorn
Ages: 15 and 17
Relation: Niece and Uncle (not very close)
Info: They make Bibi look more violent-minded and intimidating during her interviews since she's only small, useless and doesn't have much chance without the help of sponsors

District 2: Maricela and Nolan Benzine
Ages: 19 and 10
Relation: Siblings (close)
Info: Nolan volunteered in place of his cousin Junipper (also 10); stylists had problems with Maricela refusing to wear their clothes and needed guards to 'persuade' her every time she made public appearances; Nolan is ridiculously brave bordering on reckless

District 3: Savannah and Jace Nevarez
Ages: 18 and 14
Relation: Siblings (mortal enemies)
Info: They get many sponsors due to their hatred and promises to kill the other themselves; their father died in an 'accidental' fire at their factory, their mother killed during the previous year's Victory Tour reaping; Jace has respect for every Tribute besides his sister and gladly talks to them; hates killing kids as he looks after a lot of them back home; treats everyone's body with respect after killing them

District 4: Danniky and Lineon Perla
Ages: 18 and 12
Relation: Siblings
Info: Danniky is extremely shy and nervous; almost breaks down in tears when she's in the chariot due to her revealing outfit; cries for an hour when they dye her hair blue to look more ocean-y; Lineon temporarily sides with Petra at one point; wants to kill himself every time a Capitol citizen makes comparisons between his hair and surname ('cause it's oh so original)

District 5: Kadis and Hanno McKasson
Ages: 11 and 16
Relation: Siblings (very close)
Info: Hanno is one of the older ones who plots with the others to get the youngest to safety at the Cornucopia; Kadis joins Petra's group of kids a couple days into the Games; Hanno previouly worked in a solar panel plant (which made specialized panels for Capitol vehicles); Kadis used a heavy chain as her main weapon

District 6: Nenita Delrie and Tobiah Nott
Ages: Both 14
Relation: Cousins (she likes to think he likes her, is totally not the case )
Info: Nenita is one of those least likely to survive the Games due to her being a lazy clueless brat; her token is the silver/pink hairclip; probably one of the few who actually wants to go to the Capitol; Tobiah is completely different in personality, already working and doing whatever he can to earn money

District 7: Harriet and Daryll Ravello
Ages: 16 and 17
Relation: Siblings (very close)
Info: Both worked in the same paper factory; Daryll is very skilled with blades; his token is a very old sharktooth necklace files4.tellmewhereonearth.com/… Harriet is a good strategist; her token is a paper flower attatched to a paperclip, Daryll is the tallest tribute at 6' 5"

District 8: Avis and Tineo Hascall
Ages: 10 and 13
Relation: Cousins (close)
Info: Tineo is very protective of Avis once in the Capitol; Avis's only notable skills are clothing repair and a remarkable resistance to the cold

District 9: Rae Ferron and Javier Sircy
Ages: 20 and 15
Relation: Step-Niece and Uncle (not close)
Info: Rae volunteered in place of Javier's cousin who was only 11; Javier works as his father's delivery boy, selling his dad's homemade Grain Vodka door-to-door

District 10: Olide Demichele and Rias Bailin
Ages: 12 and 11
Relation: Aunt and Nephew (not very close)
Info: Rias's token is an old cattle tag with his name inscribed into it; Olide took out many Tessarae to keep her large family fed; Olide's tokens are 2 hexnut twine bracelets www.minieco.co.uk/images/sept1…

District 11: Hira and DeLaan Almeyda
Ages: 15 and 21
Relation: Half-siblings (very close)
Info: The only two to volunteer in place of both chosen Tributes as they were only young; both know they'll die; both help kids survive the Cornucopia bloodbath; DeLaan's wife Yestynn broke up with him after the Reaping because she was angry/devastated for him volunteering (later regrets it)

District 13: Petra Helioskovic and Jezi Irvan
Ages: 13 and 19
Relation: Distant cousins (not close)
Info: Had no knowledge of the other's existence before the Reaping; Petra has Alopecia and is made to wear wigs by her prep team; Petra never hides her disgust for the Capitol, even during her televised appearances; Petra serves only as a protector for the younger Tributes, not trying to kill anyone since she knows there's no point

I adore the Hunger Games and the thought of using my -Alpha- characters as tributes made too much sense!
It's one of the few AU stories of these guys I've put much thought into!
A few characters I had to make up on the spot using the RandomNameGenerator, especially since most of the Alpha's have no surnames :S

Extra info:
- Most of these are their appearances before the Reaping (Savannah's hair is never so feminine, and there was no bald setting for Petra so I had to give her the wig her stylists make her wear)
- District 13 manage both Graphite and Coal mining now, as there's no more District 12. 13 is now one of the biggest District's as the entire population was moved out of their compound to above ground; their old base is now a large military hub.
- There are no longer Career's; the Capitol now forbids any training prior to the Games
- Kids now are much less shy showing their absolute hatred for the Capitol; some are much more rebellious than others
- 13 has never came close to winning the Games; the Capitol purposely kills off their Tributes in any way they can, since they're still butthurt about the rebellion. They disguise it as bad luck as they're relatively new to the Games, but 13's citizens know it's not the case and know having their name called is an instant death sentence...
