This was interesting and cute at the same time. She's got quite the long hair, and her scarf is also long, at least that's what I thikn it is. You've drawn this character well, and I love her hair, and that huge rosette in her hair, and yet you've managed to place her left "cat"ear really well onto her head. But I'm not sure if there's enough place for that rosette? Perhaps if the idea is that her ears are on top of her head. What I like about her hair is how it goes in "spirals", and her expression that also contributes to her young and childlike character. One more thing I like is how she holds onto her bear, without even reaching out her hands out of her sleeves.
I think her tail is well placed, and you've given this character more of a childlike character by only giving her that large woven shirt that's long enough for her to not wear any pants.
