Basically these two angels judge where a person(men in their case) ether goes to heaven or hell. The blue one is like you would thing of a regular angle. The red angle is actually a "black-winged angle", not a demon. The pelitigram, even known as a symbol of evil, can expel evil spirits as well(if you do it right), so thats why the red on has one.
