It was a 90's X-men Storm figure. I thought she would look good as a Character known as FREE SPIRIT that ran around with Steve Rogers when he was dress as the CAPTAIN(later became the USAgent uniform). She is on one of CAPTAIN AMERICA covers but I didn't like the outfit she was wearing so I redesigned it to fit her name.
