Just an old fountain. The sun was bright that day Love the light and motion of this one.

It is real water. 
There is a really old fountain down town. They painted the inside of the fountain blue. That's why it looks so blue (well, that and the setting I had my camera on. The settings make it look extra vibrant.). I haven't edited this photo in any way at all. It was a super bright and sunny day out that day, allowing me to take pictures with the shutter on super fast (I think 2000). Usually if the shutter is super fast, it doesn't allow enough light into the picture to see what you're taking a picture of. But since it was SO bright that day, and the sun was shining at just the right angle on the water, I was able to capture this. Thank you kindly for comments.

and you wouldn't have grabbed this image of it playing in the light.

I keep trying to find the picture of this fountain. Like, of the whole fountain, not just parts of it. I don't seem to have any uploaded yet. Anyway, this fountain is old, like, really old for a fountain. Especially for downtown. In the past ten years they've completely renovated downtown with three new fountain parks and all these fancy rock sculptures/statues with timed fountains that create water art in the air and everything.
The fountain I photographed here really is old. And from afar, isn't much when compared to the new fangled fountains and sculptures they have downtown. I'm so glad they kept it.

It's on the bottom of the screen!!!! Holy Crow!!!!!!! I am literally hopping around in my seat and singing nonsense! My husband is laughing at me. He's like, "Honey, you're adorable. Way to go babe. I'm really happy for you. It's almost four in the morning." all sleepy and cute like.
