You are petty close with your guess, Richard. It is EASTERN Belgium close to the border to Germany
(There is only one AC - guess that makes the difference - to Lower East Side)

whenever i look at this scene i try to imagine what the staircases might look like. i am thinking of these not so classy but often nice hotels where several houses are connected in the background behind a small facade. turning and winding staircases and corridors ....
